What Atlantis Living would own
Atlantis Living would develop the proposed homes, neighbourhoods, workplaces, public services and everyday civic systems of Europe’s Gate. Its responsibility would be to connect safety, access, affordability, climate resilience and public legitimacy from the first occupied phase onward.

What must be proven before commitment
A living city requires evidence of safety, affordability and legitimate governance before neighbourhood delivery could begin.

Safety and liveability. Verify environmental comfort, emergency access, essential services and healthy daily conditions in each phase.

Affordability and phasing. Show who each phase serves, how homes and services remain affordable and how incomplete phases function well.

Governance and public legitimacy. Establish accountable decision rights, resident participation and alignment with relevant public authorities.
