Read the scoring criteria of the last few EU funding rounds and a pattern jumps out. A proposal that does one thing in one country scores badly. A proposal that connects several, across a border, scores well.

Europe wants its AI capacity under European control. The obstacle is not chips. It is that a datacenter follows the electrons, and the grid queue decides where the electrons are.

Surge barriers, beach nourishment and dike reinforcement are absorbing sums that looked unthinkable a decade ago. The quiet consequence is that anything built offshore now has to answer for the coastline too.

A few damaged interconnectors and severed data cables in the Baltic and North Sea did what years of policy papers could not. Infrastructure protection is no longer an annex. It is the front page.
