Adaptation spending keeps compounding
National delta programmes around the North Sea are revised upward on every cycle, driven by newer sea-level projections and the rising price of dredging. The fleet is the hidden bottleneck. The same vessels that maintain coastlines also build ports, islands and cable landings, and their order books are full for years.
Protection and construction stop being separate
A new offshore structure increasingly has to prove it makes the coast safer, not merely that it does no harm. Wave attenuation, sediment steering and habitat creation are becoming requirements rather than nice extras.
That is the standard Atlantis Ocean holds the whole corridor to. Start with an independent ecological baseline, then require every structure to show a net coastal benefit before it is allowed to scale.
